Of the four toeslagen, the reclaim letter arrives most often for kinderopvangtoeslagchildcare allowance · the government's contribution to childcare costs for working or studying parents. The reason is simple: the other allowances depend on one or two variables, while childcare allowance depends on four at once. Hours, hourly rate, household income and both parents' work status. If one of these changes during the year and you do not report it, the final calculation asks for the difference back a year later.
How is the allowance calculated?
Dienst Toeslagen does not contribute to the full childcare bill, but to an amount trimmed by three limits.
Limit 1: the maximum hourly rate. If the childcare provider's hourly rate is above this limit, the extra comes entirely out of your own pocket. The 2026 amounts:
| Type of care | 2026 maximum hourly rate |
|---|---|
| Dagopvangday care · childcare for ages 0 to 4 (ages 0 to 4) | 11.23 euro |
| Buitenschoolse opvangout of school care · abbreviated as BSO (BSO) | 9.98 euro |
| Gastouderopvanghost parent care | 8.49 euro |
Limit 2: 230 hours a month. Per child, for every month you work, at most 230 hours of care count towards the calculation. Since 2023 the number of hours you work no longer narrows this limit further; a parent working part time can still receive allowance for up to 230 hours. But you and your partner do need to be working, studying or doing inburgering that month.
Limit 3: the income percentage. How much of the amount that counts is covered depends on household income. In 2026 the rate is 96 percent for households with a combined income up to roughly 56,400 euro; the rate drops as income rises. Your toeslagpartnerallowance partner · a spouse or partner registered at the same address; their income counts too's income is included in this calculation too.
The allowance is paid every month as an advance. The childcare provider also reports the hours and rates it billed over the year to Dienst Toeslagen; the final calculation (definitieve berekeningfinal calculation) compares the figures you reported with the figures the provider reported, and with your real income at the tax office.
Seven situations that bring a reclaim letter
- The hours in the application are higher than the hours in the contract. The most common cause. The child moved from day care to BSO, days were reduced, no care was taken during summer; the application stayed at the old hours.
- Your income estimate was too low. A raise, extra work, a partner starting a job. The allowance percentage drops, and the difference is reclaimed.
- A partner moved in. From the month they register at the same address, their income counts.
- Work ended and 3 months passed. The right to allowance continues for 3 more months after you become unemployed. If the application is not stopped once that period ends, every following month is reclaimed.
- The child stopped attending childcare but the application stayed open. The provider stops billing, but the advance keeps coming.
- The childcare provider or host parent is not registered in the LRKnational childcare register · Landelijk Register Kinderopvang; no allowance is paid for unregistered care. No entitlement arises at all for unregistered care; every advance paid is reclaimed.
- You did not pay your own share. The allowance is paid for costs actually paid to the provider. If invoices went unpaid, Dienst Toeslagen can reclaim the allowance for those months.
If the letter has arrived: compare the figures with the jaaropgaveannual statement · the summary the childcare provider issues in January of the hours and rate billed over the year
The hours and hourly rate used in the final calculation letter come from the jaaropgaveannual statement · the summary the childcare provider issues in January of the hours and rate billed over the year the childcare provider issues in January. Put three things side by side:
- Hours. Does the yearly total of hours in the letter match the jaaropgaveannual statement · the summary the childcare provider issues in January of the hours and rate billed over the year? If the provider reported it wrong, the provider has to make the correction; ask them to send a correction to Dienst Toeslagen.
- Hourly rate. Does it match the rate in the contract? If there was a rate increase mid year, it is normal to see two separate periods.
- Income. Does the income in the letter match the income in the tax office's final assessment (definitieve aanslag)? If you have not filed your return yet, an estimated income may have been used; the calculation corrects itself once you file.
If the figures are wrong, you have the right to bezwaarobjection within 6 weeks of the date on the letter. It is free; Dienst Toeslagen has a separate bezwaarobjection form for the final calculation, and your letter states which method applies. Payment is usually postponed automatically once an objection is filed within the deadline. If the figures are correct, you move into the reclaim process: pay in full within 6 weeks, the standard 24 month instalment plan, or a personal plan based on your income. We explained these three paths step by step in our post on repaying a toeslag.
To prevent it: report the change that same month
Reporting for childcare allowance is less a once a year task and more a small habit kept up through the year. Open Mijn Toeslagen at these moments:
- A new childcare contract or a change in hours, within the same month.
- When the child turns 4 and moves to BSO: both the type of care and the hourly rate limit change.
- A raise, a new job, or a partner starting or leaving a job.
- Leaving a job: mark the 3 month period on your calendar and stop the application, or report the new job that same month.
- Long breaks such as summer holidays, illness or moving house.
Childcare allowance can be reclaimed retroactively for at most 3 months. Delaying the application for a new contract means losing entitlement for that period retroactively; reporting early costs you nothing.
What Letrin does with this letter
The final calculation letter is a page of tables and a page of explanation. Letrin reads the photo and tells you in your own language: which year, which child, how many hours and which rate were used in the calculation, what the amount is, and which day the 6 week period ends.
Then it does two things. It sets reminders for the deadline: 7 days before, 2 days before and the morning of the last day. If you want to ask the childcare provider for a correction or object to Dienst Toeslagen, it prepares a formal Dutch draft with a translation in your own language beside it.
