In the Netherlands even the colour of an envelope is famous: the blue envelope. It comes from the tax office, Belastingdienst, and most people tense up before they have opened it.
The good news: most blue envelopes are ordinary. Some do not ask anything of you at all. What matters is knowing which type of letter you are holding, because some of them contain a deadline that gets expensive if you miss it.
The most common letters
Provisional assessment: voorlopige aanslagprovisional tax assessment · Made during the year from an estimate and can be corrected later
This is an estimate of how much tax you will pay this year, or get back. If money is being refunded it usually arrives monthly. If you have to pay, you can pay in instalments. Because it rests on an estimate, you can have it corrected if your income has changed; correct it early and you avoid a repayment problem later.
Final assessment: definitieve aanslagfinal tax assessment · The closing assessment after your return has been processed
The closing assessment after your return has been processed. It states an amount and a payment deadline, usually 6 weeks from the date of the letter. If you disagree with the sum you can object, but the bezwaarobjection · Your right to object in writing within 6 weeks deadline is also 6 weeks, and it counts from the date on the letter, not the day you read it.
Reminder and execution: aanmaningpayment reminder · An official reminder; costs are being added from now on, dwangbevelwrit of execution · If payment still does not come, the state can collect the money directly
If no payment comes, the aanmaningpayment reminder · An official reminder; costs are being added from now on arrives first, and costs have already been added. If that goes unpaid too, the dwangbevelwrit of execution · If payment still does not come, the state can collect the money directly follows; at that point the costs grow fast and the state can take the money straight from your wages or your account. If either of these two letters has arrived, act within the same week.
Allowance letters: toeslaggovernment allowance · Support for rent, health insurance or childcare
Rent allowance, health insurance allowance, childcare allowance: these are paid by the Belastingdienst as well. The most unpleasant one is the terugvorderingreclaim · The overpaid allowance is asked back: the sum has been recalculated and it says "you received too much, pay part of it back". These letters also carry an objection deadline, and nearly all of them offer instalments; that is always cheaper than ignoring them.
Once you open it, check these four things
- Whose name is on it? Letters are personal; everyone in the same house can get a separate one.
- The date of the letter. Every deadline counts from that date.
- Does the word "bezwaarobjection · Your right to object in writing within 6 weeks" appear? If it does, you have the right to object, usually within 6 weeks.
- The amount and the account number. Pay only into the Belastingdienst account stated in the letter, quoting the betalingskenmerkpayment reference · The number you must quote when you transfer the money.
If you cannot pay
The Belastingdienst does instalments (betalingsregelinginstalment plan), and if you are genuinely in trouble, deferral too. Call before the deadline runs out and the matter stays cheap; whoever waits for the aanmaningpayment reminder · An official reminder; costs are being added from now on has accepted the costs along with it. If debts are piling up, you can also turn to the municipality's free debt help (schuldhulpverleningfree debt help · Support the municipality offers at no cost).
If you do not read Dutch
This is exactly what Letrin is for. Take a photo of the letter and see in English what kind of assessment it is, the amount, the deadline and step by step what you need to do. The photo stays on your phone, and your personal details are covered before anything goes out.
An honest note: the explanation is written by artificial intelligence and it can be wrong. Always compare dates and amounts with the figures on the paper. In a real dispute, BelastingTelefoon and Juridisch Loket are free.
